Credentials anyone can check
Every permit is a signed credential. A border officer or trading partner verifies it by scanning the QR code, without calling the issuing office.

Issued and revoked permits are queued for CaribSYS, the CARICOM single-window trade data system, with a retry queue so none are lost.
