From a paper permit office to a national digital permit system
Every plant and produce shipment in or out of Antigua & Barbuda depends on a phytosanitary permit — a process that ran entirely on paper. Cari built the Unit a complete digital permit operation: online applications, multi-stage officer review with inspection scheduling, and digital certificates generated from the Unit's official format. It runs in production on the government's own domain.

CARIBEquity: data intelligence for Caribbean entrepreneurship
When IDB Lab and the European Union co-funded a data-intelligence platform for Caribbean Entrepreneurship Support Organisations, Cari was selected to build it. The platform gives ESOs a low-burden data protocol that fits how they already work — then turns it into intelligence they can act on and report with confidence.

Before putting AI in front of ministers, Cari built and operated a production generative-AI content engine: Python microservices for content generation and LLM orchestration, a disciplined dev → staging → production pipeline, and continuous integration — sustained across 18 months and 1,600+ commits of engineering.
